The University Grants Commission has said that any guideline violation could result in the loss of grants. It wants the rules and guidelines to be strictly adhered to by all the varsities.
All Higher Education bodies under the purview of the state and the center have been given a six-month deadline to fill up their faculty vacancies. This is in accordance with the issue of shortage of quality teaching in higher education institutions. The official body has therefore issued a slew of fresh guidelines.
The UGC Secretary, Mr. Rajnish Jain wrote in a letter to the Vice Chancellors saying “All the universities, colleges, institutions and deemed to be universities are requested that the enclosed guidelines shall be adhered to in letter and spirit. You are requested to take steps to ensure the vacancies in the universities, as well as the colleges affiliated to your university, are filled at the earliest.”
The UGC has set a time-frame of six months for the entire recruitment process. This includes the identification of vacancies, permission for filling vacancies, the release of advertisement, constitution of the selection committee, fixing of dates of the selection committee meetings and scrutiny of applications respectively.
The selection procedure section of the revised guidelines states that the UGC should ensure that all the vacant posts, along with reservation details, are uploaded on the following online portal nherc.in. The monitoring process of the filling up of the vacancies would be done by the MHRD and UGC themselves. The guidelines state that the higher education institutions should follow the selection process as per their acts, statutes and constituent documents in accordance with the UGC Regulations, 2018.
The University Grants Commission was set up by the Indian government under the Ministry of Human Resource Development. It acts as the ultimate authority in the coordination, determination, and maintenance of standards of higher education in the country while providing recognition to universities along with the disbursements of funds.
