UGC, AICTE, and NCTE to be merged with a Single Higher Education Regulator: The Union Cabinet approved the Viksit Bharat Shiksha Adhikshan Bill. According to the proposed bill, the Higher Education ecosystem will undergo a complete restructuring. The bill aims to streamline regulatory functions by replacing AICTE, NCTE, and UGC with a single body.
The legislation of a single authoritative platform to ensure accreditation, set educational standards, and perform other functions will be introduced in the winter session of parliament. As per the Higher Education Commission Bill, the existing regulatory and accreditation bodies, such as UGC, AICTE, and NCTE, are to be merged into a single Higher Education Regulator. Currently, UGC oversees non-technical educational programs while AICTE acts as a regulatory body for technical education, and NCTE governs teacher education.
This new move has been introduced in alignment with the National Education Policy, which is expected to restructure India’s Higher Education. NEP has assigned four roles for governing and regulating higher education, including regulation, accreditation, funding, and standard setting. Out of these four distinct functions, funding will not be a part of this new proposal. Till now, financial functions will stay with the administrative ministry.
